Both are proper rivers with real reputations, both offer genuine day-ticket or council-permit access rather than requiring a lifetime waiting list, and both are close enough to fish as a day trip without the whole day disappearing into driving.
The Legal Bit, Briefly
A rod licence — Environment Agency for England, Natural Resources Wales for the Dee — is required in both directions, layered under club or council permits that genuinely do sell to day visitors on both rivers.
Cross into Wales for the Dee and you need an NRW rod licence rather than an EA one; stay in England for the Ribble and the reverse applies. Both are sold in day, week and annual forms and checked by patrolling bailiffs on both rivers.
Neither river hands out free fishing, but neither locks visitors out either. The Dee at Llangollen runs through Llangollen Maelor Angling's water with day tickets sold directly. The Ribble is more of a patchwork — much of the best upper river is club-controlled without day tickets, but genuine day-ticket and council-permit access exists lower down at Ribchester and Clitheroe.

What the Dee is genuinely famous for, beyond its migratory fish, is grayling — prolific numbers, a high average size, and plenty of specimens over 2lb. If a winter grayling day is the goal rather than a summer salmon chase, this river is worth the drive on its own merits.
The Ribble: Day Tickets at Ribchester and Clitheroe

The Ribble is currently rated among the best salmon and sea trout rivers in England — a serious claim, and one worth taking at face value. The complication, being honest about it, is that most of the very best upper-river water is controlled by clubs that do not sell day tickets at all.
What does exist, and is genuinely worth using: Ribchester & District Angling Club sells day tickets — around £5 for coarse and non-migratory trout, £10 for salmon and sea trout — on roughly 400 yards of water known locally as the Village Front Stretch. Further downstream, Ribble Valley Borough Council itself sells fishing permits covering stretches around Clitheroe (Brungerley Park, Low Moor, Edisford Bridge) for trout, sea trout, salmon, grayling, chub and roach on the same water. The Angling Passport scheme also covers parts of the Ribble and its tributary the Hodder from as little as £5 a day.

Spring and summer for brown trout on both rivers. Summer into autumn for the Dee's sewin and salmon, and the Ribble's renowned migratory run. Winter for the Dee's famous grayling.
Spring brings brown trout back onto the feed on both rivers, with nymph generally outfishing dry fly until the water has properly warmed.
Summer into autumn is when both rivers earn their reputations: sewin from June and grilse from July on the Dee, with September and October the strongest salmon months; the Ribble's own salmon and sea trout run following a broadly similar seasonal pattern on England's side of the border.
Winter shifts the emphasis to grayling, and the Dee's reputation here is considerable — large fish in good numbers, worth a dedicated cold-weather trip on its own.
What to Carry
An 8'6" to 9'6" 5–6 weight covers trout and grayling on both rivers. Step up to a 9'6" to 10' 7-weight for salmon and sea trout when conditions call for it.
For brown trout and grayling on the Dee or Ribble: an 8'6" to 9'6" rod of 5 to 6 weight with a floating line covers most situations. Standard nymph and dry-fly patterns in sizes 12 to 18, with grayling-specific bugs worth adding for a winter Dee session.
For salmon and sea trout: a 9'6" to 10' rod of 7 weight, with sink-tip options for coloured water after rain on either river.
