The Torne is a cross-border river shared by Sweden and Finland, and that is the first thing to understand about access: the two countries' permit and rule systems differ, and the salmon rules are set annually in intergovernmental talks — so you must verify the current year's dates, quota and protection periods before travelling rather than relying on last season. Sweden's right to roam does not include fishing rights; you need a permit (fiskekort) for the local water you fish plus, for salmon, a gill tag. On the Swedish side female salmon may not be kept and must be released; salmon fishing is open roughly 8 June–31 August and closed 1 September–31 December. Catch reporting is required. The 2026 cross-border quota was reported at one salmon per day on the licence water — confirm the Swedish-side figure with the county authority before counting on retention.

The 2 beats
Torne cross-border salmon systemMembers
Sweden / Finland authorities + local FVOF (verify annually)
Europe's largest undammed river system and home to its biggest wild Atlantic salmon population, shared with Finland as the Tornionjoki. Access is a patchwork of local Swedish-side permit areas and the cross-border licence; the river is vast, so choosing the right zone matters more than the fly. Salmon spread widely through warm, clear Lapland summers, with July often the most productive once fish disperse.
Cross-border river — Swedish and Finnish rules differ and salmon dates/quota are set annually in intergovernmental talks; verify each season. Fiskekort plus a salmon gill tag required on the Swedish side. Catch reporting required. 2026 reported quota 1 salmon/day with a weekly 24h protection period.
Female-salmon release & salmon seasonMembers
Länsstyrelsen Norrbotten / Kiruna rules
A hard retention rule across the northern rivers: in the Torne (with the Lainio and Kalix) female salmon may not be kept and must be released. Salmon fishing runs roughly 8 June–31 August and is closed 1 September–31 December. You must hold a fishing permit and at least one gill tag before fishing salmon.
Female salmon must be released (no retention). Salmon fishing closed 1 September–31 December. Permit plus at least one gill tag required for salmon. Confirm 2026 county rules each season.

About this water

Sweden's — and Europe's — largest undammed river system, shared with Finland as the Tornionjoki. This is one of the defining Baltic salmon systems, home to Europe's largest remaining wild Atlantic salmon population. Brown trout, grayling, and Arctic char complete the mix. The Torne system matters enormously to the Baltic salmon assessment, and its stock trajectory shapes regional management policy. Fish it with awareness that this is a river of national and international significance, not just another destination beat. Salmon runs June–August with hitch flies and small tubes effective in warm, clear Lapland summer conditions. Mandatory C&R on the Swedish side since 2021. Fiskekort from local FVOF. Granite-based upland geology shapes this river. Atlantic salmon are managed under national rules (Havs- och vattenmyndigheten) — quotas, size limits and catch-and-release apply and differ between Baltic and west-coast rivers; check current rules before fishing.
