A Nadiža tributary at Breginj, worth qualifying carefully — there's at least one other Bela elsewhere in Slovenia, and this is the one that runs into the border river near the Italian frontier, not the other one. The upper kilometre is breeding water and closed outright; below that it's a small, cold, marble-and-brown-trout stream that fishes best when the Nadiža itself is running low and warm and you want somewhere with a bit more shade and a bit less pressure.
