The Torne is a cross-border river shared by Sweden and Finland, and that is the first thing to understand about access: the two countries' permit and rule systems differ, and the salmon rules are set annually in intergovernmental talks — so you must verify the current year's dates, quota and protection periods before travelling rather than relying on last season.
