Milwaukee River
The Milwaukee River fixes the Wisconsin gap. Root River alone cannot carry the state; Milwaukee is a major urban Lake Michigan tributary where salmon, steelhead and browns move into very visible city water. It needs urban-access handling, current WIDNR access links and a clear distinction between lower-river migratory fishing and broader watershed context.
