The Neversink splits into two very different worlds at the reservoir. Above it is the cold freestone headwater fished here; below the dam it becomes one of the NYC reservoir-release rivers, with partial tailwater character driven by Neversink Reservoir releases under the same basin flow-management program. Across both, public water does not mean a public bank — New York's Public Fishing Rights are 33-foot easements, and the lower gorge is genuinely difficult, access- and safety-sensitive ground, not casual visitor water. Confirm reach regulations and access before you go.

The 2 beats
Neversink tailwater (below the reservoir)Public
NY DEC public access + private frontage (release-influenced)
The reach below Neversink Reservoir takes on tailwater character — flow and temperature shaped by reservoir releases rather than rainfall, which can hold trout when the freestones around it warm. Technical wild-trout water with a mix of public access and private frontage; the release, not the calendar, governs whether it fishes.
Dam-release dependent — fishability and wading safety follow the Neversink Reservoir release, and water can rise on a release. Public water with private bank between access points; verify NY DEC reach regulations.
Neversink Gorge (lower river)Public
NY State public land (Neversink Gorge Unique Area)
The lower river runs through the Neversink Gorge on public state land — beautiful, remote pocket water, but a steep, demanding hike in and genuinely hazardous terrain. This is specialist access for anglers who know the ground, not a casual day out.
Safety-sensitive: steep gorge, difficult access, real wading and footing hazards — go prepared and not alone. Verify current NY DEC access and regulations for the Unique Area.

Native brook trout in the cold upper headwaters alongside wild browns and rainbows. brook_trout scores as a char comfort-overlay (cooler welfare ceiling) once `npm run seed:species` is applied.
